About ISNI


The Investment Strategy for Northern Ireland 2011-2021 (ISNI) sets out the forward programme for investment in our public infrastructure and reflects the urgent priority that we place on tackling the legacy of under-investment inherited from past administrations. It sets out the framework with which we will create a sustainable 21st century infrastructure. It identifies priority areas for investment in the years ahead and is intended to assist government and our private sector partners to plan ahead for the challenge of delivering the largest ever investment programme here.

Infrastructure in this region has suffered many years of underinvestment. Much needs to be done to improve our transport networks, schools and healthcare estate to name but three areas. Demographic shifts will also impact on all our infrastructure needs. For example, changing birth rates will continue to affect our schools and have knock-on implications on further and higher education, future housing demands and other facilities in the community. An ageing population will have major implications for hospitals, healthcare provision and more generally nursing and care homes. Modern infrastructure is essential to our future success – it supports the economy, helps to promote equality of opportunity for all and improves the public services we all depend on.

Through the publication of the Investment Strategy:

  • the public sector and other stakeholders can plan the effective delivery of major projects;
  • more joined-up approaches to delivering services on the ground can be enabled, helping to avoid duplication, secure efficiencies and improve value form money;
  • suppliers are provided with greater visibility of opportunity over a 10 year planning horizon, improving competition and providing better value for money;
